Niyo charges TCS and then refunds it later. Which card does not?

On the 9th of a month, I made a transaction worth Rs. 2728.95. I was charged an additional Rs. 136.45, which got refunded like 2 weeks later.

I have the old Niyo DCB (which I believe is the current account)

Is there any 0 forex debit card which does not do this?

The FI debit card + infinity/salary account says they do something similar too.

I am thinking I will get the NiyoX / Niyo Equitas Debit Card. Do they also do this? What about Indie Megastar, do they also charge TCS upfront and then return it some time in the future?

All debit cards should do this. While credit cards do not
