1) HDFC :

Okay.. you can try with these two options with HDFC.
You need to process these thru branch offline..
Go to HDFC and ask for these two cards. and get your preferred ones.. It seems you need to do some FDs to get these...

Are you currently a NRI or RI?

Can a former Indian citizen currently holding Overseas Citizen of India (OCI) status apply for Indian credit cards? If so, which card can they apply for? (Pan - YES / Aadhaar - No)

Overseas Citizenship of India (OCI) is a form of permanent residency available to people of Indian origin and their spouses which allows them to live and work in India indefinitely.
I know all those…
Kindly re-read my question again…and again…
Let me know if you need any further info/ explanation in understanding my question..

Okay I will rephrase it..
“ What’s this OCI person’s residential status?”

visiting India 3 to 4 times a year (with a maximum total stay of 3 months per year) over the past 3 years

So , he/she is a non resident oci..
There are no clear guidelines about these people. So it's completely upto banks discretion...

Note: I am an OCI holder (holding an Australian Passport) living in India ..
So I am an ordinarily resident OCI..

As long as you reside in India, can do the KYC (either online or offline, both require you to be in person in India. Aadhaar doesn't send OTP while roaming overseas), and fulfill the financial and KYC requirements of the bank then you're good to go. NRI, foreigner, OCI, whatever you can get it.

It's very important to have an Aadhaar and PAN, without these you can only dream to open a bank account or credit card, while doable it's pretty difficult and it's way more likely you'll run into issues or denial, and nearly a nightmare to impossible if you're not Indian citizen, I can vouch for this..

Do mind the TCS above 7L, it is 20% tax if I recall correctly at the time of settling any credit card transaction.

If you don't mind that and can claim your tax back and it doesn't create any further tax liabilities, pull the trigger... India offers very good credit cards surprisingly with incredible value even if they're paid.

Unfortunately, the person doesn't have Aadhaar... not sure if they can apply in the near future.

You should have Aadhaar then... when did you apply?

Mostly no, specially if they have a NRE/NRO account at the same bank.
Why would banks take the risk whey they know that person can leave the country anytime.
FD backed is possible though.

Not sure the reason behind it, because anywhere I've been it's very easy to open a bank account and even get credit cards/loans.

Also I'm aware there's a lot of people living overseas while still using their bank and credit cards as usual from India, they usually never swap their accounts to NRI. The only caveat is taxes... TCS and having to file taxes to explain all the financial transactions.
