Depends on ur usage. I have used 14 and 15 and I prefer 14 over 15 with the heating issues.

If budget allows you for 16, as it capable with AI features, or else 15 as it has lot of upgrades than 14, especially the display island.
It is better to buy 13 rather than 14.
Even color options are better in 13

Apart from the cam you also get better display of 120hz (vs 60Hz on base), so if that's your thing you can chose to go with Pro Models. But for an average person, who does not do extensive gaming or professional photography, base models are more than enough.

16 pro is cheaper than 15 pro, so yeah that's a consideration.

Definitely yes.
14 pro is a much better option but only drawback is no AI.
More than 15 pro, if you are looking for good camera and features go for 16pro as it has an extra button (though apple doesn't call it a button)
