PNB will charge penalty on Debit Card txns for insufficient balance

On DEBIT cards, YES.
You are expected to maintain sufficient balance first and then use the Debit card. If the TnC of their SB/DC says so, they are right in charging penalties on failed trxns due to that reason.

Some Banks also charge you for trying to withdraw from ATM without having sufficient balance in the account.

HDFC have this for very long. It doesn't matter whether your account is Imperia or Speciale, they've this charge for all debit cards.
