If your previous Apay card blocked by ICICI due to commercial transactions then never apply again.
if not then may be you got card second time but its totally depends on Amazon account you using. I didn't think you get offer for applying Apay card again from previous amazon account.

If it is rejected based on CIBIL score, you need to wait 180 days.
