now i want to apply primary card for him ?

do axis approve the primary card if already holds addon card

Nope. I had same situation with my father . Even pre approved cc got rejected thrice due to add on card on his name. Due to 3 times rejection mailed the pno about the rejection and pno stated due to add on card the application getting rejected 😮‍💨
