Can we postpone/prepone a flight(same city only date change) booked on Vistara using CV points without any penalty?

There are charges of 10% CV points for rescheduling. Suppose if you spent 4000 CV Points, you have to spend 400 more CV Points for rescheduling.

Does re-scheduling of a ticket booked with CV points also require availability of Award seats on that particular date or can it be done without availability also?

Yes. Award seat availability is required for rescheduling of award tickets.
