This is happening because of third parties. Apart from banks own CC department, all banks selling cards through many third paries for ex paisabazar, bankbazar etc. you must have shared the KYC data like pan aadhar with any bank or any agencies in past, they keep on exchanging or selling those data within agencies to promote sales of cards generating new leads. these third party gets commision for each cards they sell for any banks. So somehow any such third party must have your data with them and they keep on applying on your behalf without your conscent. If the card is approved, they will comeback to you saying you have a pre approved offer from XYZ bank and will ask you to proceed. Also, there is a possibility that they have nothing to do with banks approval or rejection, they are simply applying with some incorrect information just to meet their daily leads target as there must be a fierce pressure of sales in such private third parties from seniors.
I am also facing the same issue of RBL card rejections and these are getting frequntly reflected in my CIBIL report enquiries. The thing is its very difficult to know or track who is applying on our behalf.
