SBI Cards add-on card Zomato voucher offer

If you are an SBI CC user you may have already received email about this offer, it does not seem targeted to me. I received several emails regarding this offer which basically states:

I am seeing this in my email and SBI Card app, so I have applied for two add-on cards and one has already arrived. So, if you have the opportunity then make the best of it!

Here though in the TnC PDF the first point states "1. The SBI Card Offer (“Offer”) from SBI Cards and Payment Services Ltd. (“SBICPSL”) is open to select
residents of India holding a valid and current SBI Credit Card (“Card”) i.e., with no outstanding of more than 30 days (“Cardholder”)."

Does anyone have an idea what does this mean and how does this fit?

Don't apply for the sake of only 500 Zomato GV.

I applied addon and my existing card was also replaced with new card, but reward points were transferred to new card.
