Does my credit history have any impact after converting Tata Neu Plus Visa to Tata neu Plus Rupay cc? Will they charge any joining fee after getting new rupay card?

I converted the hdfc tata neu card visa into rupay they have charged me 589 rupees as a joining fee it any thing can be done?
Customer support said no charge will be drawbln
