Generally most of the insurance applies to Indian citizens only.
I haven't found one for foreigners..
Quite a lot of service providers dont even think about foreigners living in India.
If I find any, will update here.

Note: I am an Australian citizen living in India on OCI..

If you r outsider try buying from your home country because where you pay taxes is where you buy your insurance.

If you have oci , nri you can ask them through customer care on Twitter .
They will tell you about their policy

My manager who is S. Korea national, in their country travel insurance can be bought before leaving country.
He is deploy here in India for 4years, he goes to travel other overseas for vacation(for that he required).
Within India, Company take care of all his insurance need, but for overseas personal trip he should arrange himself
