Unable to get lpg gas cylinder

So my sister purchased faber hob cooktop & wanted a new indane gas connection

Indane distributor told her a safety inspector would check if third party burner is safe to use

She applied & paid inspection fees & inspector came & said since there's no ISi certification he won't give NOC

So now without purchasing indane burner she can't get a new connection despite having a much more expensive hob cooktop?

Isn't it the norm .. you get new cylinder connection and get cooktop either for free or paid as scheme works .

Don't see problem .. they just wanna push cooktop . Maybe a tie up .
No loss in getting both along & later store it for extra.

Not worth the fight .

Made up excuses. Push them and they will give the connection.

I did not know this was the case. For me, in Bengaluru (5 years ago). We just went to the HP dealer office, applied for new connection. They gave Regulator and Pipe, (ofc had to pay for these things). But then then registered, we only had to install everything. No inspection, nothing. Our own cooktop.
Then after 2 days, they delivered the cylinder like regular delivery. Nothing special.

Maybe this is new. Or maybe this is just a way to make more money. Shared my experience for reference.
