Uncommon charges in Federal Schedule of charges

I just noticed charges on declined purchase transaction (online or offline) in Federal Bank schedule of charges. Has anyone noticed it before? Are these charges exist in other bank also?

mera debit card ka ecom txn disabled tha uspe charge liya tha Axis ne.

One good thing is these charges are not on credit card. Else we all would be paying charges to bank every month. We are human and can enter incorrect CVV and PIN.
It seems just start of new charges. Soon, they will remove the free limit and then move to credit card.
