Utiliy Bill payments are getting declined on GPay made vai Axis ace.

I tried to Pay Electricity bill using Axis Ace.
But each and every time Money debited from CC but the transaction was declared Failed. Got the refund after 1 day.

I tried 6 times and it was same result. What is the prone? Gpay? Bank? Or the electricity Board? (WBSEDCl)

Back Story:
Earlier WBSEDCl stopped supporting Monthly Electricity bill payments on GPay. So I had to pay full Bill using Gpay. But now that function is back. I could see monthly bill. But then this happened . Transactions are getting failed.

Have u tried switching the mobile number. I meant sign-up using different mobile number and add ace cc again and try

I tried to pay the full amount and it was successful. Only problem with partial payment. I don't know whom to blame here. GPay or WBSEDCl
