18k is for Business Class one way or 17k in Premium Economy for return. Anyone can easily check CV points requirement without actually having the points transferred.18000 seems to be too high!
Can you check for other sectors as well along with future dates? Like may be Chennai-Delhi/Bangalore-Delhi/Bombay-Banglore?
Also, was the round trip previously 5k only between Bombay-Delhi or was it 5k for single way?

Can one person book, say all 8 seats using points, if they are available?So that is basically a round-trip fair. And apart from that it could be just because there is only premium economy which is available.
AS confirmed with Vistara customer care this is the ratio of availability(Generally) of award seats per flight :
Business Class: 2
Premium Economy 9
Economy: 8

Bro, you can simply call Vistara. They have the best customer service. Better Than any financial institution( expect Amex ) I can vouch. They will solve your queries with utmost patience so call them. You can look for there number online.Because there's a maximum of nominees you can have. And they can't be changed for a year if I'm not mistaken

I assumed his question was whether 8 people can fly or not. They can on reward tickets if those are available.Calling won't make them change the rules.
You can only add 8 nominees and they cannot be changed for 1 year.
Past that you can lit a candle and pray to the customer service to let you fly with your mom but if she isn't a nominee and you already have 8 and ineligible to remove one, she won't be flying anywhere. This is probably in place to avoid bartering, buying/selling awards; and very likely grandfathered from the original Singapore Airline policies since it was pretty much set up by them.
