Then, it could be due to a technical glitch that both banks aren't aware of. Just file a complaint in RBIO which will sort out the issue (with the help of NPCI or whatever). It may take longer, though. You just don't have to contact NPCI.

Only if the amount is over 50k, there is a possibility of putting the funds on hold. 10k would not have triggered any flagging.
 
As I mentioned they are transferring blame to each other and not in mood to find out the issue.

Write to PNO of both banks providing the UTR and sharing the responses received from customer care.

If not resolved within 30 days compliant to RBIO against bank A. You are eligible for compensation of Rs. 100 per day beyond T+1.
