If axis has blocked your card for violation, then you are a blacklisted customer.

Offline generally in any post means 'take help from someone from the bank and do not apply on your own for better results or support'.

It's better to open a savings account and wait for pre approved offers. There is a high chances of rejection through normal application route.

Have you checked pre approved credit card offers?

maintain 3 to 6 months gap between open/close a card to open another card from same bank to get better approval.
