Will you get points if you use American credit card (Sapphire Preferred, Capital One Venture X, US Amex Plat Charge) for paying insurance,tax,fuel?

I have very interesting question, I wanted to know if you will get reward points on categories for which you usually don’t get reward points on most Indian credit cards. (Not considering forex charges here)

Categories like Insurance, Fuel, Government payments and Tax.
