I guess so. Mine approved on a non serviceable area in adhaar. But company was in a serviceable area.

It is possible to get card approved at Unserviceable Locations also. DM after application officially starts to know about things to keep in mind while applying. And what to enter in the application.

Don't Hurry let referral begin, you may get rebate in joining and annual fee upon referral.

Meanwhile go through this image, these cities are now serviceable.

When I got my MRCC in 10/2023, our Tirupati was not in their list. However, when I spoke to them n told them that I am a RETURNING CUSTOMER of AmEx (having held 2 cards earlier), they almost immediately approved my card. No income dox asked or any verification done. On the very 2nd day, I got my lovely MRCC in Tirupati. Within a week, I got an add-on card for my elder son, in Hyderabad.

Top class service, as always. Not for nothing, AmEx is my fav.
