Current redemption data suggest that
currently about 35k RSDCs are used for vouchers redemption.
Now if we extrapolate that by applying a logic as per him say 35 card per person then only 1000 people are having that card for uses.
If we further extrapolate based on his information of an average 100 cards per person then there are only 350 people in India abusing the system.
Further, I guess he doesn't know population size of an average village in India. And I am certain that he didn't care about learning how many Villages are there in India.
350 - 1000 people looting that gives you so much hiccups? Really?

Part B (as per actual redemption data received from Rupay Select Redemption portal)
Does he even know Serial number of RSDC redemption that started few years ago. Currently it is about 7.67Lakh. With adjustment of txn failure actual figure would be about 6.8L.
Now if we multiply that with say avg Rs. 500 benifit per redemption (average of gym, ott, spa, health, uber) cumulatively by all cardholders as on date (in
last 3+ years) then total benefits taken by users comes out to be around 6,80,000*500 =
34 Crore.
For banks/ NPCI the overall cost for this would be about 3x. So about
100 Crore (in last
3 years). (Even lesser if we deduct issuance+ annual charges.)
