They (Card network) and the bank have all the records. Every 3 to 6 months an audit happens and the banks pull out all the details. They don’t need to read online forums.

i know most people in small cities will never use cult, and same story for thyrocare and uber if such phone no thing is implemented for them. only usage will be OTT. so the utilization ratio will dip drastically

That's because they haven't started enforcing the verification. This is a transition period to inform you and let you make changes to the account.
