I don't think paypal cares if its merchant payout or cashback.

Someone posted in the thread on Nov 21 that PayPal gave them ₹7,886 for $92.39, and the USD rate that day was ~₹89–₹90, which lines up with just the 3–4% FX cut — not an extra 4.4% commission.

Login on their website on your computer and you'll see a banner "Get Paid". They'll do full kyc including video.
Also, I had an email from them in my inbox with subject "Verify your identity by 12/12/2025"

Can't see any banner like that but I got similar email few days back and I linked my bank account following that email but no video kyc was asked.
Anyhow I've linked my paypal in Topcashback and requested to payout. How long it takes to show up in Paypal?

They only allow partial withdrawal basis different merchant. For example, you can choose to withdraw cash back earned only for pure vpn, referrals, agoda, etc. There’s an option on cash out page.
