Why is ipo price is not fixed?

For example,
Nephrocare was showing 430 to 460
After listing 460.
Why is this range? Who decides it.
If they took like 450, will they refund 10rs per share?

Crazy fact is, before this, icici launched 3 ipos and all listed at discount.
Hope it breaks that curse😅

No, it's your Loss!!
IPO alottment price is one thing.
Listing price also not fixed - as per Pre Discovery, it can List as well as trade negative as per Demand Supply.

You are talking about method of IPO alottment Price or Post alottment Listing discovery Price ??

IPO alottment price is one thing.
Listing price also not fixed - as per Pre Discovery, it can List as well as trade negative as per Demand Supply.
I checked bank statement, i got refund like 400 500 for some.

Ipos never get alloted to lower price than cutoff. Even if the ipo is undersubscribed they dont allot at lower price band. So tum cutoff price niche bid karoge toh pakka manke chalo it will not be alloted. So humesha cutoff price me allot hoga and uske upar jo loss ya profit woh bhi tumhara. Company ko bas apne paiso se matlab
 
I asked about issue price
2 methods, 1 is Fixed, 2nd is book building ..
But most of the time you see 2nd one for Primary Market IPO.

Book Building Method: This is the most common method. The company announces a price band (a floor price and a cap price, with the cap not exceeding 120% of the floor price).

Investors bid for shares within this price range.

After the subscription period ends, the final price (known as the "cut-off price" or final issue price) is determined based on the demand at various price levels.

All successful applicants (those who bid at or above the cut-off price) receive shares at this single, final issue price.
 
If an IPO is undersubscribed and someone’s bidding price is lower than the cutoff price but within the company’s price range/band, then the person will be allotted at his bidding price only if the final price set by the company is equal to or lower than his bid.

Not in recent years, as MOST of the IPOs got fully Subscribed at Upper band !!!
Many of the people don't know, what's the use of price band , if alottment is only being on higher End.
