Annual Charges deducted even when Card not activated

Can anyone tell me how to proceed when annual charges got deducted even when Card is not activated (Card was delivered but PIN also not set).

Joining fee is charged irrespective of whether you activate the card or not. However, if you close the card without activation then they reverse the charges.
