why would someone pay you for the data they already have ?

When you pay via their BillPay, they are able to analyze your other card usage and other bills... they won't get anything out of it if they allow cashback for their own cc payment

I think it is more to do with Debit card MDR that they charge for the bill payments

I think it is more to do with Debit card MDR that they charge for the bill payments

that's by default, but data processing too is required by them

they always can give 0.5/1% as CB for self payments, but won't benefit from it
