HDFC DCB application rejected but due to bank's fault, pathetic service and rude behaviour

Considering HDFC recently discontinued the alumni offer for DCB as LTF, is there any speculation it will make a comeback in future?
I am getting DCP as LTF in my pre approved section of net banking, but want DCB as LTF, and not DCP, and also got to know it is not easy to upgrade card in HDFC and that too LTF. Any other way to get DCB as LTF?
I already have salary account in HDFC.

I visited local branch of tier 3 city regarding application of Diners Black Credit Card as LTF, saying that I am already getting Diners Privilege as Pre Approved and was checking to get Diners Black as LTF and I do not have any existing HDFC Credit Card. They agreed, but upon asking more they said that they would be collecting my documents and then send to Chennai Branch regarding process forward.
Are they really going to approve my DCB application as LTF and thus I should apply or is it a bluff only and thus unnecessary application rejection would impact my CIBIL Score and ability to apply again in immediate future?
