Only PNB, Indian Bank and Union Bank has enabled the facility to link only Rupay credit cards with upi.

Don't know specific cards for government employee that are LTF.

Axis Ace gives 2 %, Axis Flipkart Gives 1.5%. You can also check cards that give cashback on groceries and departmental stores.

after selecting on union credit Card in bhim upi application no credit card is shown only ny savings account shown.

there is no option to add card

May be problem is from Union Bank's side. Contact them about it. Also make sure your card is linked to the number you are using in BHIM app.
