You can't ..

FD card can't be lft, it's link with your fd tenure.

Just use it for 6 months or till you wish to have fd, cibil will be generated/improve. Then close it & apply unsecured credit card offline without fd from SBI.

It's difficult with PRIME but quite easier with basic cards with 500 joining/annual fees.
