SCB CC bill Payment Via Third-party Apps May No Longer Be Supported
There is no obligation on banks to integrate with BBPS. The recent circular regarding routing of credit card payments via BBPS affects third parties, not banking channels, which involves bank's own portals, NEFT etc. Since SC hasn't integrated its payment systems with BBPS, third parties can't process payments for SC CCs. That's about it. SC doesn't have to integrate with BBPS. It's a nice feature to have, but SC CC payments can be made via its own portals, so no obligation, as a reasonable means of making payments for customers exists. There was no obligation on any other bank either, they need not have integrated with BBPS and could have (and still do) offered banking channels for CC payments. However, most have done so, since it's use friendly, and for Indian banks, it becomes a bit of an unofficial diktat, whether private or public sector. Foreign banks don't necessarily have to. They either don't see the benefit, or their customers generally don't use it (for SC, roughly 70% of their customers use banking channels for CC payments - yes, not everyone is into rewards for CC payments), or they need time to do it. The only time penalty is, that their CC payments can't be processed by 3rd parties, but that's only a nice feature for customers, it's not obligatory for banks to allow 3rd parties to process CC payments.
Any bank which does business in domestic banking in India must comply with RBI's mandate as far as I know.
Yes, any bank operating domestically in India has to obey RBI's mandates. RBI is the regulatory and supervisory authority for any bank which carries out operations within India.
However, specifically on this issue, banks don't have to integrate with BBPS, if they are not interested in having 3rd parties accept payments, and as long as they provide their own viable means of accepting such payments.

I have also paid 55k bill via cred for SC card via cred 3-4 days ago, credited instant,
But paid remaining bill via sc bank bill pay and it took 3 days, weird.... as same bank bill desk taking 3 days to credit, while 3rd party system credited instant
