Getting a Rupay Card

I am looking to have a card on the Rupay network. I have 2 possible options:

1) Get a Rupay Credit Card from a PSB (most likely PNB). Not the best when it comes to customer service and CC acceptance is good in my city (Haven't faced much issues with Diners and Amex) , so highly likely that I won't be using it much even after linking it to UPI. .

2) Currently having a Mastercard Platinum Debit Card with my SBI Savings Bank Account. Thinking of switching it to Rupay JCB Card for occasional offers as my DC will expire in 2-3 months.

Which of the two is a better option?

1. Try HDFC neu rupay if PNB rejected.
2. ask to bank to do not auto renewal of DC in advance else they reissue the card, and ask for Rupay instead of that.
