1. Is it possible to set up hotspot feature in Android phone WITHOUT using an e-mail ID? I will just want to use hotspot feature. Nothing else.

Hotspot never required an email ID AFAIK.

Block all incoming calls. Most phones have this feature.
OR
Divert all incoming calls to another number.

I use this feature 4g phone as 4g hotspot using jio postpaid 649 ul pack.... Pretty good if u are using in same room as the device.... Use my smart tv as well on it...

Best is to get any 5g smart phone second hand...u can get a lot under 5k...some old ones
