yes I hold Canara bank aspire accoutn with both rupay platinum millenial and rupay select debit card. Platinum is free while select is only fyf then 1000+gst (infact every debit card in canara is fyf)

Actually there is no upper cap but above 3 you would have to visit branch for the 4th card
