Indian Numbers don't work in WeChat and you need to have someone outside India. They can install the app and log in using their International Number.

AFAIK, it is also banned in the UAE.

No VPN will work. You have to be physically present outside India. Many people use US friend's number to get the China Accor membership.
Can I ask why you need WeChat?
VPN: You can try Nord VPN once, but not sure it will work.
