I have tried via cc to upgrade from axis iocl to neo rupay, which was denied with reason of downgrade.

So we can't downgrade in axis credit cards?

Got call from Axis, he said pre-approved cards are available for me. I told him that I already have 4 cards so axis won't allow 5th card Hence I am not interested. still He saying that axis will approve and when I requested LTF cards he offered axis vistara LTF.

Seems like fake call to me, what about your thoughts?
