Depends on MCC code of the store. If it comes under Grocery then you get 10% on full amount.
Eg. from DMart you can purchase clothes, plastic items and still it will give you 10%
Luckily as of now, banks don't check invoice and segregate the spends :)

My SBI Ola card was renewed automatically 3 weeks back and today got the card delivered via Bluedart.
Checked my text messages, no where got any message to select Card Network.

You are right.. 20% is quite low.
But equal to or exceeding income is also super stretched. It can happen due to some important life events etc but not a regular one.
By the way, I read OP's post, seems like a case of expense super high vs ITR and hence had given this view.
