I believe there is no restriction to transfer points to your father's Accor/ITC account and book for others using RPs. For Air India/Qatar Airways you can create family account by making your father's account as primary and use his RPs to travel.

TravelOne points are not 1:1 for direct redemption. That's only for HSBC Premier. For TravelOne, 1:1 is only applicable on points transfer to partners like Air India, Accor etc. Best value is Accor but then you have to book a hotel to finally get that benefit.
