For Axis it will change the current billing cycle as well. For eg: I changed my billing date from 20th of August to 1st Sept. The bill didn't get genrated on 20th Aug and it shifted to 1st Sept. In Axis you can change the billing date once in Every year

Yes. Call or email customer care. Some axis cards have fixed cycle which you cant change. Some banks dont allow you to change unless outstanding is zero. Banks like icici allows you to change billing cycle via app even with outstanding.
