All HDFC add on card applications on hold??

Hi I have a HDFC DCB and wanted to get addon cards for my parents.. I applied at end of June and initially my application was put on hold due to some issues on embossing the names I wanted.. this issue got cleared last week..

But now the branch where I put applications says that all HDFC add on requests are on hold due to some new RBI directives. Is anybody else facing this issue? I want to know if there is something stupid going on internally in HDFC which is causing this delay or there is some genuine problem at backend.

if they have hdfc accounts, getting addons is a breeze
i have mailed hdfc support for addons, they replied to apply via branch, and if anyone refuses i was to reply mail hdfc with their names, showed the reply at branch and applied
