Amex MRCC ....how to do 1500*4 transactions best way?

in Amex MRCC ,we have to complete 4 transactions of 1500 every month. 2 tr we can do to paytm wallet via uber route but how do you complete another 2 ?

For 1500*4, I just do fuel transactions as I buy Apay via Infinia where rewards are better and points are more versatile.

Why do we explicitly need to enrol for this? Are there any charges? If not, why doesn't everyone enrol for this?
