On bank side, they didn't assured you any card (are they sent any pre-approved mails?), apply now will take you default location in that bank which provide suitable cards based on CIBIL profile or whatever their internal parameters based on that only.

So, here wrongful issuance (you may call it like this but they may call it rightful issuance) and cibil hit both done with your consent only, not eligible for complaint or compensation.

Same happened with me 2 years back, & had stuck with Signet for so long just to wait for Upgrade & Limit enhancement which never happened.
By any chance you selected Rupay as variant during application process, because if thats d case then bank is offering only Signet card on Rupay.

As mentioned earlier, do not activate wait for their call when they called you, convery your interest of other card. Or try your luck after 2/3 months.
 
Solution
Now you have understood my situation then what should i do? I only wanted celesta for lounge access (because coverage is good) and some offers time to time. Should i activate my signet or wait 2-3 months and again apply for celesta
 
When I applied, I had the option to select all three cards Celesta, Signet and Imperio with the option to choose the card variant.
Only catch was that for Signet and Imperio they were offering me 11 Lakh limit and if I selected Celesta then the limit was reduced to 756000.

I choose Celesta Visa variant.
