The card is charged first then allowed to be used for rest of the year or the card is available for use first and fee is charged at the end of the year?

Secondly, when is annual DC fee charged? Every new financial year or anniversary of the account?

It is charged first then allowed to used and it is charged on anniversary of account.

In my case, it is charged in advanced for upcoming financial year and it is charged in March or April.
