ATM deposit machine power off

I was tried to deposit cash in IOB atm, and after keeping cash inside and lid closed machine went power off . I was waited 20 min to check wether money will return or not and after the power on , machine went out of service and keep the money counting sound .
Have raised complaint with IOB online .
Can we raise this issue with consumer forum or RBI to express the worst service provided by the bank?
