If the reason is right from bank side and you are able to submit it. Otherwise no.

I had a rejection of card as it was applied <3months of last card acquired from them, they outright denied. Tried multiple emails, they asked to wait and apply again after 3months completion.

So depends upon your rejection reason of why will be send in a email, normally.
