Axis bank not cancelled card for 52 days.

Hi guys i have requested axis bank on email to cancel my card but they never replied and email was sent on 5 september, got reply that within 24 hours will get reply or so
Now again i sent them follow up to cancel the card via email but via website, again got same email but this time ticket finally generated after 2 days and finally card cancelled on 26 october, all my dues were cleared and had excess credit balance in it, & instead of closing card axis bank charged annual fees on my card, im fighting with principal nodal officer for the penalty, will rbi accept this case? Am i eligible for daily ₹500 penalty.
