best bank to take home loan for construction of house

i want to take a home loan of 35 lakhs for constructing house in my farms.
which is bank provides lowest interest rate with lower processing fees and zero prepayment charges.

also will there be any problem as the land where I'm constructing house is agricultural land.

i heard from someone that banks don't give loan against agricultural land.
