Yes business.
HDFC Biz cards also charge a 1% fee if the payment is above 75k p.m. for business cards (50k for normal cards) I think.

I seem to recollect Amex has stopped payment of utility bill payment service and one has to pay on the utility website, which means additional surcharge. HDFC has also started a surcharge on utility payments above a certain amount (50k or 75k).
