No customs duty is levied. What will you do with DC without the fund? They aren't activating the account without the transfer of the funds.

No such defined amount right now. Earlier it used to be very high. (25K USD) You can try with a small amount like 2-3 Lacs INR.

Isn't this what Revolut is bringing to India? Correct me if I'm wrong tho.
For small atm withdrawals abroad, that might be enough for a lot of us. Since POS transactions can happen on 0% forex credit cards anyway.
