I just use Payzapp for Internet bills and the rest will be done through Smartpay/billpay on HDFC Netbanking. I have an account with them.
If you have Axis, then try to get their AirTel credit card. That gives 10% cashback on bills paid through AirTel Thanks app.
Payzapp gives me 100 back for internet bills. Netbanking Bill-pay SI gives me 5% of the bill amount back.

I am not sure if you'll get 5% for 20k through BillPay. They don't mention any caps in NetBanking portal. On Payzapp you'll just get 50 on any amount (5% capped to 50). I would probably bet Netbanking is your best shot.
Since I just realized you have a HDFC Millennia CC, you have to check your options for Smartpay. Billpay is only applicable for HDFC account holders.

SmartBuy is a private portal for HDFC customers for "buying" stuff. SmartPay is a bill payment system for HDFC credit card holders.

I wouldn't recommend Payzapp for any payments more than 2-3k. HDFC customers should stick to BillPay because it gives more cashback comparatively.
Payzapp has a cap.
For example,
Mobile recharges - 50inr max.
Broadband bills - 100rs max.
Piped Gas - 50max.
LPG - 25max.
Electricity - 50max.
So it's no use using it if your bills are significantly higher

You can try amazon gift card offer which is giving 10% cashback, i purchased 15k(in multiples of 500rs) worth gift cards in the month of may, got 1500rs cashback and 2% cashback through amazon icici credit card purchase. For 10%cb, some users are getting cb by paying through upi as well.

Through amazon itself, i got an offer if i buy anything worth 500rs, i will get 50rs cashback, i bought 500rs gift card, and the glitch works everyday and i am easily recieving 50rs cashback on gift card purchase.
