It seems you've to reapply after cooloff period. Shitty govt bank attitude

Anyone please help me. I have applied BOB card I have submitted my bank statement after some time the application has been rejected due to negative field verification.but no one visit to do verification I have emailed them many times that I did not receive any call from agent or no one visit to do verification how you declined ? but they are not reopening the application and told me that apply after six months .what should I do please tell me
