BOB Premier Network Conversion Charges?

I sent an email for network change from Visa to RuPay and asked if there is any network change fee or card replacement charges. But support team won't answer it correctly they keep saying card is LTF. RuPay card is dispatched will the bank charge card replacement fee. Can I use my Visa card without activation RuPay card?

Great I also saw a comment before from someone on this forum so I went ahead. But when I called CC team the agent said no fee but there might be card replacement fee so I was not sure.
